A candidate must belong to one of the following categories:
A citizen of India
A citizen of Nepal or Bhutan
A Tibetan refugee who arrived in India before 1st January 1962 to settle permanently
A person of Indian origin who migrated from specific countries (such as Pakistan, Sri Lanka, Kenya, etc.) to settle in India permanently
Candidates from these categories (excluding Indian citizens) must possess a Certificate of Eligibility issued by the Government of India.
